As for your question I'm sorry, I don't have any experience with PEG400,
but I don't think that the difference between PG and VG in carrying flavour has been established as a general rule of thumb for mixing;
whilst recently this was noted by a few forum members in a discussion (and I'm not in the least denying their experience) the whole area of taste is so subjective that I think it would be a mistake to take this as meaning that one carries flavour better than the other...it would depend on so many factors including the flavour concentrate used and whether it was an all PG or all VG mix or a combination of both, and your own taste receptors.
I believe that the concentrates are all flavonoids in PG because that is the medium in which they can be most effectively dissolved. My reference for this statement came from information which used to be available here on the forum; advice given by the producer of a range of e-liquids no longer available from TW.
My point being (sorry, I'm getting there!) that once you have a concentrate with the constituent flavouring dissolved in PG, it should then make no difference with what you dilute it for vaping, VG or PG, as the flavour depth has already been calibrated by the amount dissolved in the concentrated solution.
So how much flavour a mix will carry, whether PG or VG (and probably PEG too), will depend on the concentrate used and the percentage of same in your final mix.
Everybody's mileage will almost certainly vary...even from one mix to another !
